Issues with seeds

I purchased 10 seed packets from Native Flora Seeds and have been very disappointed with poor germination for almost all varieties. I also have other issues. Packaging: seeds should not be packaged in plastic bags. Small seeds stick to the bags. Plastic may be harming germination. Quantity: Every variety comes with a quantity of 25 seeds listed. I have excellent germination from another vendor of native seeds who includes reasonable numbers of seeds by variety and do not package in plastic bags. I started 2 dozen varieties of seeds using methods appropriate by variety. In evaluating problems I discovered the problems all were with Native Flora Seeds none with the other vendor.
