Tyre Stewardship fee?

Understand that something is needed to pay for the mountain of tyres here in NZ. Bought this because I didn't realise that you could opt out at the time. Needed a new tyre and your system auto added this fee. Not expensive in comparison and at least not as high as being charged for Car tyres.
