I’m not seeing the blurring effect

I bought this because of all the great reviews and after a few weeks of using this I just don’t get it. It’s not blurring or mattifying at all. Maybe my skin just doesn’t like Milk products. At least it feels good on the skin. Will still use it to set my makeup.
