The topcoat for the baby and holder wasn’t set

The binding baby and holder are beautiful and work well. The problem is that the baby arrived with the back of its head stuck to the packaging. The paper bits are not coming off. I set the baby on the smooth surface of the heart holder and it stuck there slightly leaving a raised spot. I don’t think the topcoat was cured, set, dry, or whatever the process is.
