Less then impressive swim action

Planned on using this as a slightly below surface level bait for yellowtail on the West coast. After multiple retrieval methods slow, medium, fast and different pound line, I found the same result, poor action / swimming movement in the water. The bait stick does not kick or chatter it does more of a circular round pattern like when the line gets caught on a hook. I was expecting outstanding results since I'm a huge HALCO proponent but after several different forms and different bait sticks I have now cut this lure off and then into the not so great section of the tackle bag ...
